Introduction |

1.1
Background of this Hand Book:
The Right to Information Act, 2005 (22 of 2005) has
come into force on 12 th November 2005. This is an
Act to provide for setting out the practical regime
of Right to Information for citizens to secure
access to information under the control of public
authorities, in order to promote transparency and
accountability in the working of every public
authority, the constitution of a Central Information
Commission and State Information Commissions and for
matters connected therewith or incidental thereto.
1.2 Objective/purpose of this handbook :
To provide basic information to public.

Citizens of India.

1.7 Procedure and fee structure for getting
information not available in the handbook:
Anyone desiring to obtain such information may
submit the application on prescribed proforma given
in this handbook with application (Rs.50/- extra for
seeking information in the form of CD) and submit
the same to the Public Information Officer mentioned
at (i) and (ii) and receive the acknowledgement from
him. Separate applications may be submitted for
seeking information on different subjects as
information related to one subject should be sought
on one application form.
Chapter 2 (Manual 1)
Particulars of Organizations, Functions and Duties
2.1 Objective/purpose of the public authority.
To supervise, control and protect all the wakfs in
the State of Kerala.
2.2. Mission Statement of the public authority.
To improve the working of the Wakf and Wakfs and to
prevent alienation of wakf property, to recover
alienated property,to ensure the administration of
the wakf is being done properly and to ensure the
wakf funds are utilized in a proper manner.
2.3 Brief history and context of its formation.
The Ist Board of Wakfs in the Kerala State was
established by notification No 1625/F3/57/Rev.2
dated 16.9.1960 under section 9(1)of the Wakf Act
1954(Central Act 29 of 1954). The 1995 Wakf Act
brought into force in Kerala with effect
from,January,1996. The Government of Kerala
published the Kerala Wakf Rules 1996 as per
notification G.O.M.S.No:508/96/RD dated 6.9.1996 in
accordance with section 109 of the Wakf Act. The
present Wakf Board is the Second Board which was
constituted on 4.11.03 under the 1995 Act and this
is,however,9th Wakf Board in the state from 1960
onwards.
2.4 Duties of the public authority.
The Board consists members not exceeding 13 in
numbers as stipulated in 43 of Central Wakf Act
,1995. The Board meets to decide on various issues
related to the Wakf affairs in the state and
disposal after due considerations of the cases that
are filed before the Board by aggrieved parties to
avoid delay in disposal of the cases filed before
the Board a separate Judicial Committee had been
formed for the same. Whenever necessary Board is
framing Schemes taking over the administration and
conducting election for the administrative of the
wakf.
2.5 Main activities/functions of the public
authority.
The main activity of the Board is to supervise
,control and protect all the wakfs in the State of
Kerala.
A) Educational Scheme
The Board has been implemented loan scholarship of
economically poor students studying in professional
course ie., MBBS, BDS,B.Tec, BAMS,BHMS,B.Pham, B.Sc
Agri. Etc.. The loan scholarship were paid at the
rate of Rs. 500/-and 400/-per mansem considering the
nature of various courses. This matter is under
review and the Board has decided to increase the
loan scholarship substantially from this year
onwards. Rs. 4,06,450/- had been already disbursed
in the last year. 81 students have been getting loan
scholarship for their higher studies. Board also
giving matching grant scholarship to 100 students
for their higher studies by utilizing 50% grant from
Central Wakf Council.
B. DEVELOPMENT OF URBAN WAKF PROPERTIES
The Board had recommended to Central Wakf Council
for the loan of 25 wakf institutions and an amount
of Rs…4,59,45,000 for 22 wakf institutions had been
already disbursed.
2.6 Other services being provided by the public
authority with a brief write-up on them.
Board issuing marriage certificate among the
community for their visa purpose. As a result of the
several representation by the Chairman and Members
of the Board,the Government is granting 50lakhs for
for SWS every year. The committee of the SWS
distributing the grant to the eligible categories
like Pension toto scholar in Arabic, Teacher in
Arabic Khadim,financial aid to the marriage,Medical
Treatment,Maintenance to divorced women.
Rs.51,59,948/-had disbursed for the same. The trial
and disposal of cases filed before the Board are
also an important activity of the Board.
2.7 Organizational Structure Diagram at various
levels namely, State, Directorate, Regional,
District, Block etc. (whichever is applicable).
The Board has two offices. Head Office at Eranakulam
dealing with the matter of the wakf situated in the
southern districts from Palakkad and Trissur. Rest
of the region deals with Regional office at
Kozhikode.
2.8 Expectation of the public authority from the
public for enhancing its effectiveness and
efficiency.
Wakf Board had conducted mutawallis awareness camp
for enlighten the mutawallis and beneficiaries
regarding the role in protecting and developing the
Wakf.
2.9 Arrangements and methods made for seeking public
participation/contribution.

two booklets describing all functions and services
of the Board.
2.10 Mechanism available for monitoring the service
delivery and public grievance resolution.
Monitoring and assessing the work of the staff by
the Board monthly and if any grievances. From the
public the case will examine the Board.

|
The Chief
Executive Officer will be executive head of the
Board. The Head Office at Eranakulam and Regional
Office at Calicut will be under the administrative
control of the Chief Executive Officer . He shall
be the ex-officio Secretary of the Board and
convenor of the Wakf Board Social Welfare (Kerala)
Scheme. He shall exercise powers as provided in the
Wakf Act, Rules and regulations made thereunder .
He shall have administrative powers as per the Wakf
Act and as delegated or authorized by the Board from
time to time |

(WS)Confidential Assistant
|
Confidential Assistant to Chief Executive
Officer shall be in charge of the Welfare
Schemes Division and shall supervise their
work. He shall deal with the files relating
to the correspondence with the Government
and other bodies concerning the social
welfare scheme of the Government of Kerala.
He is authorized to sign all the proceedings
of SWS correspondences except that of
issuing of cheques. He shall take all steps
to withdraw the budgetary amount of the
government and spent it within the
prescribed time. The preparation of the
Agenda and Minutes of the sanction committee
meeting and preparation of the committee
notes and appropriation of fund are to be
made by him. He shall take steps for
convening a meeting in the month of May
itself so as to disburse the amount to the
beneficiaries within the time. He shall
supervise the section WS-1 to WS-6. All the
files are to be verified by him and are to
be submitted to the Chief Executive Officer
directly. He shall deal with the files
relating to loan scholarship schemes of the
Board independently. He shall prepare a list
of scholarship holders along with the
sanctioned applications forms for signature
of CEO. After getting approval of CEO he
shall issue the proceedings and cheques to
the eligible candidates. He shall also deal
with the foreign contribution license file
of the Board and the files relating to the
sachar committee report files, madrassa
teachers welfare fund scheme and scholarship
files proposed by the Government of Kerala.
He shall also deal with the files relating
to Loan to the wakf institutions from the
Central Wakf Council .
(WS-1)
Tapal & Despatch:-
The person in-charge of this section
shall deal with the tapal distribution and
despratch works in the SWS division and
maintain inward and outward register, stamp
accounts etc. Daily tapals including
registered articles addressed to the Chief
Executive Officer shall be opened in the
presence of the Confidentail Assistant and
shall enter all tapals in the general
register duly affixing date seal and shall
send to the Chief Executive Officer. On
returning the tapal from the Chief Executive
Officer, he shall number the tapals and
distribute the same to the sections as
ordered by the Confidentail Assistant. He
shall also keep a register of issuance of
application form and such application forms
are to be issued from this section itself.
The details of the filled in applications
received in this section shall be entered in
the Computer on the same day itself.
(WS-2)
Pension Section:-
The person in-charge of this
section shall deal with the files relating
to the Pensioners under the Social Welfare
Scheme. He shall also deal with the new
application for pension. This section shall
also deal the file relating to the
maintenance of Islamic chair at Calicut
University. The files relating to
maintenance amount under the Muslim Women
(Right on divorce) Act, 1984 will be under
this section. He shall take necessary steps
for issuance of the proceedings and voucher
form as early as possible so as to disburse
the budgetary amount within the prescribed
time.
(WS-3)
General Section:-
The person in-charge of this section shall
deal with all files relating to applications
for marriage aid and treatment expenses etc.
The applications are to be scrutinized by
him properly and thoroughly.
(WS-4) Cash
Section:-
The person in-charge of this section shall
deal with the issuance of Cheque as ordered
by the Chief Executive Officer in the
proceedings.
(WS-5)
Account Section:-
The person in-charge of this
section shall deal with the Accounts
relating to the Social Welfare Scheme. He
shall also deal with the files relating to
the budget allocation of the government in
respect of the WS scheme and shall take
necessary steps for the timely withdrawal of
the budgetary amount. The purchase of
Stationeries, Furniture and Printing will be
under this section. All the required
registers are to be maintained properly.
(WS-6) Scholarship Section:-
The person in-charge of this section shall
deal with Loan Scholarship Scheme for
professional courses, matching grant scheme
of Central Wakf Council and other
scholarship scheme formulated by the Board.
He shall maintain a register regarding the
scholarships awarded to the students
including the details of amount, course of
study, period of scholarship, name and
address of the sureties, steps taken for
recovery. A special drive shall be made for
recovery of the scholarships amount already
given and to deposit the same in the account
of revolving fund for scholarship scheme.
He shall also take necessary steps to avail
the Library grant scheme of Central Wakf
Council or other scheme of the Central Wakf
Council, Moulana Azad Foundation for
Education and National Minorities Finance
and Development Corporation. He shall also
deal with the foreign contribution license
file of the Board and the files relating to
the Sachar Committee report files, Madrassa
Welfare Fund Scheme and Scholarship files
proposed by the Government of Kerala. He
shall also deal with the files relating to
Loan to the wakf institutions from the
Central Wakf Council

Senior Superintendent
|
Senior
Superintendent will be in-charge of the
entire office of the Head Office subject to
the control of the Chief Executive Officer.
He will be the officer authorized to verify
and register the wakfs in the wakf register
maintained under section 36 of the Wakf Act,
1995. All the files to be submitted to the
Chief Executive Officer for approval and
orders after verification by the Junior
Superintendents shall be routed through him.
He shall verify and scrutinize all the files
submitted through him and initial to that
effect with necessary suggestions before
sending to the Chief Executive Officer. He
shall be in-charge of special drive in
respect of the collections of arrears of
revenue and shall report the progress to
that effect to the CEO every month. He
shall inspect and verify the assessment
files of major wakfs (one lakh and above)
assessed by the junior superintndant and
submit a report to that effect every three
month to the CEO. In the absence of the
Chief Executive Officer, he shall attend the
Board meeting and he will be in charge of
the office. He shall also sign fair copies
of the letters other than the letters to be
sent to the Chairperson, Members, Central
Wakf Council, Central Government, State
Government and other State Wakf Boards. He
shall verify the Personal Register of Junior
Superintendents/Legal assistant. He is
authorized to issue U.O. notes to all
sections of the office. The marking of
attendance of the officers and staff of the
Head Office will be vested with him.
Granting of Casual Leave to the staff of the
Head Office will be vested with him and he
shall take necessary steps to ensure the
discipline of the office. He shall also
responsible for the publication of list of
wakfs duly registered in the Government
Gazette every six months without fail. He
shall deal files relating to survey
commission report.

ASSESSMENT
& CORRESPONDENCE WING

Junior
Superintendent:- |
The officer in this seat
will be in-charge of the Assessment &
Correspondence wing. The overall
superintendence of the Assessment &
Correspondence wing will be vested with him.
The files under the wing to be submitted to
the Senior Superintendent (Administration)
shall be routed through him for verification
and initial to that effect with necessary
suggestions.
He shall
be the assessing authority under Section 72
of the Wakf Act in respect of all wakfs
coming under the jurisdiction of the Head
Office.. He shall also supervise with
the maintenance of D.C.B. and A.D.R. and
prepare consolidated statements. He shall
also deal with the files relating to the
payment of 1% contribution under the Wakf
Act to the Central Wakf Council. He shall
supervise the sections B1 to B6. He shall
verify the Personal registers of the staff
under this wing.
He shall
be the person responsible for the accuracy,
veracity and legality of the assessments
orders issued by him.
B1 Section
The person in charge of this
Section shall directly deal with the
assessment and correspondence files relating
to Thiruvananthapuram, Alappuzha and Idukki
Districts. He shall take necessary steps
for the collection of arrears and issuance
of Revenue Recovery Certificate. He shall
prepare monthly statement as to the number
and amount of assessments made, the number
of statements of accounts received, the
number of show cause notices issued, the
number of revenue recovery requisition
issued and the number and amount of
contribution collected for every month. He
shall responsible for the accuracy of the
assessments made by him. He shall properly
maintain the computer provided in the seat.
The applications received under Section 51
of the Wakf Act such as for sale, purchase,
exchange, mortgage etc. are to be verified
with the records maintained in the office
and are to be forwarded to legal wing
through the Junior Superintendent (A & C).
Similarly all matters coming under Section
52, 54 and 55 are to be transferred to the
legal wing after completion of the
preliminary enquiry with a brief note. He
shall submit all files to Junior
Superintendent (A & C) for verification and
scrutiny.
B2 Section
The person in charge of this
Section shall directly deal with the
assessment and correspondence files relating
to Palakkad & Kollam Districts. He shall
take necessary steps for the collection of
arrears and issuance of Revenue Recovery
Certificate. He shall prepare monthly
statement as to the number and amount of
assessments made, the number of statements
of accounts received, the number of show
cause notices issued, the number of revenue
recovery requisition issued and the number
and amount of contribution collected for
every month. He shall responsible for the
accuracy of the assessments made by him. He
shall properly maintain the computer
provided in the seat. The applications
received under Section 51 of the Wakf Act
such as for sale, purchase, exchange,
mortgage etc. are to be verified with the
records maintained in the office and are to

issued and the number and amount of
contribution collected for every month. He

maintain the computer provided in the seat.

assessments made by him. He shall properly
maintain the computer provided in the seat.

of the Wakf Act such as for sale, purchase,
exchange, mortgage etc. are to be verified

GENERAL
ADMINISTRATION WING
|
(C) Junior
Superintendent (General Administration):-
The officer in this wing will be in-charge
of this wing. The overall superintendence of
the wing will be vested with him, subject to
the administrative control of the Senior
Superintendent. All files coming under the
wing to be submitted to the Chief Executive
Officer through the Senior Superintendent
for approval and orders shall be routed
through him and he shall verify and
scrutinize all such files and initial to
that effect with necessary suggestions
before sending to the Senior Superintendent.
He shall be the authorized officer for
issuing the certified copies of documents
under section 30 of Wakf Act and Rule 69 to
74 of Kerala Wakf Rules.
(C1) General Correspondence:-
The person in-charge of this section shall
deal with the correspondences relating to
the State and Central Government, Central
Wakf Council (other than matching grant and
urban wakf property development scheme),
different State Wakf Boards, files relating
to the Parliamentary Committee, Assembly and
Parliamentary questions and such other items
of general in nature. He shall prepare
monthly statement regarding the number of
current papers received in this section,
period taken for disposal and the number of
disposal. He will be under the supervisory
control of the Junior Superintendent (Admn.).
Files relating to certified copy and
Marriage Certificate are to be handled by
this section. He shall prepare annual report
of the Board so as to send it to the
Government within the prescribed time limit
(C2) Registration Section:-
The person in-charge of this section shall
deal with the registration of wakfs. He
shall take necessary steps to register the
wakfs after verification of the documents
and satisfying the conditions prescribed.
Before registration he shall ensure that the
wakfs are not registered earlier and the
properties are in the possession of the wakf.
He shall verify the mode of administration
of the wakf and the rule of succession to
the mutawalliship. He shall also responsible
for checking as to whether the committee of
the wakf is registered under the Societies
Act/Trust Act. The Wakf Registers shall be
kept under his safe custody
(C3)
Regional Office Correspondence:-
The person in-charge of this section shall
deal with the files relating to the Regional
Office receiving for decisions and orders of
Chief Executive Officer or the Board as the
case may be other than the files relating to
registration, recovery of property and
encroachment eviction.
(C4)
Establishment Section:-
The person in this section shall deal with
the establishment and service matters of all
staff both in Head Office and Regional
Office. He shall also deal with the monthly
performance report of both Head Office and
Regional Office and report the progress to
the Chief Executive Officer.
(C5) Record
& Store Section:-
. The main functions of this section are 1.
Supply of records in response to
requisitions, 2. Taking of records disposed,
3. Registry of records taken out by sections
and noting their return in the register, 4.
Sending every month arrear lists for the
return of records taken out more than three
months ago, 5. Cleaning and dusting all
racks and the examination of records in
order to protect them from damage, 6.
Labeling all records, 7. Keeping the bundles
arranged neatly and methodically on the
racks, 8. Keeping the record room tidy and
in good repair, 9. Destruction of records in
due time 10. Keeping of stock register of
Furniture, Stationary, Computers, other
Electronic Items, and movable items. Person
in-charge of this section shall strictly
observe the procedures prescribed in Chapter
8 of Manual of Office Procedure in respect
of the records and connected things.
(C6) Tapal
& Despatch Section:-
The person in-charge of this section shall
deal with the tapal distribution and
despatch works in the office and maintain
inward and outward register, stamp accounts.
Daily tapals including registered articles
addressed to the Chief Executive Officer
shall be opened in the presence of the
Senior Superintendent and shall enter all
tapals in the general register duly affixing
date seal and shall send to the Chief
Executive Officer. On returning the tapal
from the Chief Executive Officer, he shall
number the tapals in the distribution
register and distribute the same to the
concerned Junior Superintendents of the
wing.
(C7) Public
Relation Assistant:-
The person in-charge of this section shall
deal with the enquiry counter of the office.
He shall receive the visitors with utmost
courtesy and direct them to the concerned
Junior Superintendent of the wing after
contacting them through the extension
number. He shall attend all the telephone
calls with patience and transfer the same to
the concerned section or wing or the officer
as the case may be. He shall maintain a
register of calls made through different
sections for official and personal
purposes. The maintenance of EPBX system
shall be his responsibility. He shall be the
ex-officio press relation assistant of the
chairman, CEO and offices. He shall maintain
a mail address list of all dailies and
channels, advocates appearing in the Board,
other advocates, list of standing counsels
in different courts, address list of
muthavallis, address list of staff members,
etc. He shall be in charge of public
relations on behalf of the office. He shall
also deal with maintenance of computer
systems in the head office.
(C8) Liaison assistant to CEO
:- He shall liaison with all departments,
Regional Office of the Kerala State Wakf
Board, press, Muthawallies, members of the
Board and other wakf institutions as and
when instructed by the Chief Executive
Officer. He shall attend all the phone
calls for the CEO and receive the visitors
of CEO and give them appointments. He must
be very receptive and polite in handling
such visitors. He shall collect the files
for Board meeting from the concerned wing
immediately after the preparation of agenda.
(C9) Driver:-
He shall keep the official car of the Chief
Executive Officer properly and with
cleanliness and log book shall be kept in
his custody. The details of journey of
officers traveled etc. are to be filled in
time and submit to the officer concerned for
the counter signature. He will be in charge
of maintenance and safety of the vehicle.
He shall report or remind the details
regarding the payment of Insurance Premium,
Tax and periodical service to Estate &
Purchase section. He shall collect the
details of personal use of official car by
CEO and ensure that it’s payments are made
on the last day of every month.
(C10)
Driver:-
He will be in-charge of the maintenance
and safety of the vehicle in respect of the
official Car of the Chairperson. This post
is co-terminus with that of the Chairperson
of the Board. He shall maintain the logbook
and keep it in his custody. Details of
journey, details of travel etc. are to be
filled in time and submit to the officer
authorized for this purpose for counter
signature. He shall report or remind the
payment of Insurance Premium, Tax and
periodical services to be made to the Estate
& purchase section. He shall collect the
details of personal use of official car by
the chairman and ensure that it’s payments
are made on the last day of every month.

FINANCE WING |
(D) Junior
Superintendent (Finance):-
He shall also deal with the audit reports of
the Board and Wakf Board Social Welfare
Scheme. He shall supervise the pay bill
section, cash section and and estate &
purchase section. He shall prepare budget of
the Board. He shall also take necessary
steps for withdrawing the Administrative
Grant provided in the Budget of the State
Government and also take steps to comply the
provisions of the Administrative Grant
Rules, 2003 formulated by the Government of

(D1) Cash
Section:-
The person in this section shall be
in-charge of the cash and account of Board.
He shall deal with the cash and accounts of
the Board and various accounts of the Board
with Banks, Post Offices, District Treasury,
Provident Fund and Gratuity. He shall deal
with the accounts of wakfs on direct
administration and sale proceeds of the wakf
properties deposited with the Board as per
orders.
(D2) Pay
Bill Section:-
The person in-charge of this seat shall deal
with the maintenance of pay bill and
T.A.bill of the staff and Chief Executive
Officer, Provident Fund accounts and
application relating to the temporary
advances from Provident fund accounts to the
staff. He shall also deal with the income
tax at source both Head Office and Regional
Office. File relating to Administrative
grant shall be dealt by this section.
(D3) Estate
& Purchase Section:-
The person in-charge of this section shall
deal with the Buildings of the Board such as
payment of tax, collection of rent from the
tenants, renewal of lease deeds and
maintenance of the buildings of the Board.
He shall also deal with the file relating to
the official residence of the Chief
Executive Officer. All types of purchase
including AIR, KLT, Gazette, stationary,
printing etc. shall be processed through
this section. He shall also deal with the
annual maintenance contract of Computers and
other Electronic Equipments including the
Telephone connections. He shall maintain a
purchase register and obtain acknowledgement
from the record and store section regarding
the entrustment. He shall also maintain a
register in respect of the immovable
properties of the Board. He shall deal with
files relating to the maintenance of the
vehicles of the Chairperson and Chief
Executive Officer. |

LEGAL WING
|
(E) Legal
Assistant:-
The Legal Assistant will be in-charge of
this wing. He shall supervise the work of
Litigation (external) section, Adjudication
section (statutory petition, Assessment
Appeal, Enquiry Proceedings). All the files
relating to the above matters should be
verified by the Legal Assistant and put up
to the Senior Superintendent. He shall also
deal with the files relating to any wakf,
specifically entrusted to him by the Senior
Superintendent, which involves legal issues.
He shall also take measures for the
computerization of the Section. He shall
follow up the pending cases of different
courts and liaison with the counsels. He
will be responsible for effective appearance
of the board through standing counsels or
other counsels engaged by the Chief
Executive Officer.
(E1)
Litigation (External) Section:-
The person in-charge of this section shall
deal with the cases filed by or against the
wakf board before the Wakf Tribunals, Civil
Courts, Magistrate Courts, High Court and
any other authorities. He shall keep a Court
diary to follow up the pending cases of
different courts.
(E2)
Adjudication Section:-
The person in-charge of this section shall
deal with the files relating to statutory
petitions filed before the Board under the
Wakf Act and statutory appeals. This section
shall also deal the suo-moto enquiry
proceedings file transferred from the other
wing. He shall scrutinize the original
petition and appeals filed before the
Board/Judicial Committee and certify that
the petitions, appeals are filed with
sufficient stamp and necessary documents. He
shall make sure that the procedure
prescribed by O.P.s and Appeals before the
Board/Judicial Committee are applied during
the court sittings. He shall act as bench
clerk and assist in drafting orders of the
Board. He should verify the petition files
and prepare a note in each file containing
the name and address of the parties,
issuance and acknowledgement of notices and
he shall ensure that all these things
readily available at a stretch. He shall be
the ex-officio laison assistant to the
chairman of the Board.
(E3)
Assessment Appeals:-
The person in-charge of the section shall
deal with the files relating to statutory
appeals filed before the Board under the
Wakf Act. He shall scrutinize the appeals
filed before the Board/Judicial Committee
and certify that the appeals are filed with
sufficient stamp and necessary documents.
He shall make sure that the procedure
prescribed for appeals before the Board /
Judicial Committee are applied during the
court sitting. He should verify the appeal
files and prepare a note in each file
containing the name and address of the
parties, Issuance and acknowledgement of
notices and payment of 1/3rd
portion of the contributions.
(E4) Alienation and
encroachment:-
The person in-charge of this
section shall deal with the files relating
to encroachment, eviction under Section 54 &
55 of the Wakf Act and recovery of wakf
property under Section 52. The files
relating to Wakf Act, Rules, regulations and
constitution of the Board shall be dealt by
him. He shall also responsible for the
publication of list of wakfs duly registered
in the Government gazette every six months
without fail. He shall deal files relating
to Survey Commission report.

section 47 of the wakf Act. This power will
be delegated to him under section 27 of the

|
(G) Senior
Stenographer:-
The Senior
Stenographer shall supervise the wing and
allot the works to other sections under this
wing. He shall maintain a register in
respect of the files received under this
wing covering the date of receipt, subject,
number of pages typed, date of return from
the section, including English or Malayalam
etc. He shall prepare a monthly statement of
work and submit it to the Senior
Superintendent for verification. He shall
distribute the works to other sections in
the wing based on the priorities and ensure
its execution. He shall also control the
Photostat machine and maintain it with good
condition and shall keep a register
regarding the number of copies taken, number
of papers used etc. He shall assist the CEO
in the preparation of draft agenda and
minutes of the Board and judicial committee
meeting and act as per his directions.
(G1)
U.D.Stenographer:-
The person in-charge of this section shall
deal with the Stenography and typing works
of the Board Meeting, preparation of the
Agenda. He shall also deal with such other
matters entrusted by the Senior
Stenographer.
(G2)
U.D.Stenographer:-
The person in-charge of this section shall
deal with the Stenography and typing works
in respect of the matters relating to the
Legal Wing. He shall also deal with such
other matters entrusted by the Senior
Stenographer.
(G3)
L.D.Stenographer:-
The person in-charge of this section shall
deal with the Malayalam & English
typewriting and Stenography works of Finance
wing and other works assigned by the Senior
Stenographer.
(G4)
L.D.Typist:-
The person in-charge of this section shall
deal with the Malayalam & English typing
work of correspondence of W & A files and
other works assigned by the Senior
Stenographer.
(G5)
L.D.Typist:-
The person in-charge of this section shall
deal with the Malayalam & English typing
work of S.W.S. Division and other works
assigned by the Senior Stenographer.

PEONS
|
The Senior
Superintendent according to the requirement
of the Office will regulate the schedule of
the work of the Peons. They shall wear the
uniform prescribed by the Board. Their work
includes opening and closing of office,
supervise the cleaning work and attending
different sections of the office and carry
files different sections and transact with
the Banks and outside works entrusted by the
Senior Superintendent. They shall reach in
the office at 9.30 A.M. on all working days
and shall make arrangements for the Judicial
Committee sittings or Board meeting. They
shall obey the instructions of the section
clerks and other superior officers any
dereliction in such cases will be treated as
a serious mis conduct on their part.
Affixing of stamps for dispatching in both
divisions are also dealt by them.
No. 1:-
He shall attend the works in the office and
shall comply with the orders of the Senior
Superintendent and other superior officers.
He shall also responsible for the opening
and closing of office punctually and shall
supervise and cleaning works of sweeper and
to ensure that the cleaning work done
promptly.
No.2:-
Schedule of work will be assigned to him by
the Senior Superintendent (Admn.) and shall
comply with the directions given to him.
No.3:-
Schedule of work will be assigned to him by
the Senior Superintendent (Admn.) and shall

No.4:-
He shall work as attendant to the Chief
Executive Officer and shall comply with
the directions given to him. He will be
available nearby the chamber of the
Chief Executive Officer.

REGIONAL OFFICE, KOZHIKODE
Senior
Superintendent (Admn.) shall have complete
control and overall supervision of the
Regional Office and shall have
administrative powers as delegated by the
Board or authorized by the Chief Executive
Officer from time to time. He shall be
the assessing authority under Section 72 of
the Wakf Act in respect of all wakfs coming
under the jurisdiction of the Regional
Office. He shall be responsible for
keeping discipline in the office and shall
report about the progress of works done by
the staff of the Regional Office to the
Chief Executive officer. He shall report
about the performance of the staff of the
Regional Office to the Chief Executive
Officer. The Senior Superintendent shall be
under the administrative control of the
Chief Executive Officer. He shall have
powers to report immediately to Chief
Executive Officer about the misbehaviors,
action or bad character of any staff under
him affecting the discipline of office with
his statement of opinion for necessary
action. He shall assess the quantum of work
done by each staff everyday. He shall verify
and scrutinize all the files submitted to
him and approve them or to sent for decision
of the Chief Executive Officer/Board as the
case may be. All the files intended to be
sent to the Head Office shall be verified by
the Senior Superintendent (Admn.) and shall
avoid unnecessary transmission of files to
the Head Office. He shall ensure strict
compliance of rules by the staff in the case
of marking of attendance, granting of Casual
Leave. He shall ensure that the Mutawallies
as well as public are getting much attention
and care from the staff of the Office. He
shall sign the notice/summons in respect of
the matters filed before the Board for
adjudication. The Senior Superintendent
shall report the monthly performance and
outside duty statement to the Chief
Executive Office on or before 10th
day of every month. The direction to
transfer the fund to the Head Office must be
strictly complied. The marking of attendance
of the officers and staff of the Regional
Office will be vested with him. The
monthly-consolidated statement regarding the
late attendance and setting off shall be
reported to the Head Office along with the
monthly performance statement.

He shall
thoroughly scrutinize all the correspondence
files of D1 to D9 seats and put up to the
Senior Superintendent (Admn.) with his
specific remarks and suggestions. He shall
deal with the audit of wakfs under section
47 of the wakf Act. Audit under Section 47
shall be conducted regularly in respect of
the major wakfs through the empanelled
auditors of the Board and the typed final
audit report shall be forwarded to the Head
Office for orders. He shall supervise the
files connected with audit submitted by the
Junior Superintendent (Finance). He will be
the Information Officer under the Right to
Information Act, 2005. |

(C2) Junior
Superintendent:-He

assessment files under D2, D3, D6 and D7
seats and put up to the Senior
Superintendent (Admn.) with his specific
remarks and suggestions. The overall
superintendence of these seats will be
vested with him. He shall be in-charge of
special drive in respect of the collections
of arrears of revenue of these seats and
shall report the progress to that effect to
the Senior Superintendent (Admn.) every
month. . He shall also supervise with the
maintenance of D.C.B. and A.D.R. and prepare
consolidated statements. He shall supervise
D2, D3, D6 and D7 seats. He shall verify
the Personal Registers of the staffs under
these seats. He shall be responsible for
the accuracy of the assessments scrutinized
by him.
D1 Section:-
The person in-charge of this section
shall directly deal with the assessment and
correspondence files relating to the wakfs
of Kasargode Taluk and Hosdurg Taluk. He
shall submit all files to Junior
Superintendent (C1) for scrutiny. He shall
also take necessary steps for collection of
arrears, issuance of Revenue Recovery
Certificates. He shall properly maintain the
Computer provided in the seat. He shall
prepare monthly statement as to the number
of assessments made, the number of account
statements received, the number of
show-cause notices despatched, the number of
revenue recovery requisition issued and the
amount of contribution collected for every
month. He should complete his work as per
the schedule of work issued by the Junior
Superintendent. The applications received
under Section 51 of the Wakf Act such as for
sale, purchase, exchange, mortgage etc. are
to be verified with the records maintained

Revenue Recovery Certificates. He shall
properly maintain the Computer provided in
the seat. He shall prepare monthly statement
as to the number of assessments made, the
number of account statements received, the
number of show-cause notices despatched, the
number of revenue recovery requisition
issued and the amount of contribution
collected for every month. He should
complete his work as per the schedule of
work issued by the Junior Superintendent.

He shall prepare monthly statement as to the
number of assessments made, the number of
account statements received, the number of

revenue recovery requisition issued and the
amount of contribution collected for every
month. He should complete his work as per
the schedule of work issued by the Junior

amount of contribution collected for every
month. He should complete his work as per
the schedule of work issued by the Junior
Superintendent. The applications received
under Section 51 of the Wakf Act such as for
sale, purchase, exchange, mortgage etc. are
to be verified with the records maintained
in the office and are to be forwarded to
Legal wing through the Junior
Superintendent. Similarly all matters
coming under Section 52, 54 and 55 are to be
transferred by him to the legal wing through
the Junior Superintendent after completion

(D10) Tapal
& Despatch Section:-The
person in-charge of this section shall deal
with the tapal distribution and dispatch
works in the office and maintain inward and
outward register, stamp accounts, stock
registers of stationeries and Furniture.
Daily tapals including registered articles
addressed to the Senior superintendent shall
be opened in the presence of the Senior
Superintendent (Admn) and shall enter all
tapals in the general register duly affixing
date seal and shall send to the Senior
Superintendent (Admn). On returning the
tapal from the Senior Superintendent, he
shall number the tapals in the distribution
register and distribute the same to the
concerned Junior Superintendents of the
wing. The other functions of this section
are 1. Supply of records in response to
requisitions. 2. Taking of records
disposed, 3. Registry of records taken out
by sections and noting their return in the
register, 4. Sending every month arrear
lists for the return of records taken out
more than three months ago, 5. Cleaning and
dusting all racks and the examination of
records in order to protect them from
damage, 6. Labeling all records, 7. Keeping
the bundles arranged neatly and methodically
on the racks, 8. Keeping the record room
tidy and in good repair, 9. Destruction of
records in due time 10. Keeping of stock
register of Furniture, stationary,
computers, other electronic items, and
movable items. Person in-charge of this
section shall strictly observe the
procedures prescribed in Chapter 8 of Manual
of Office Procedure in respect of the
records and connected things.
(D11)
Stenographer:-The
person in-charge of this section shall deal
with the stenography and typing work under
this wing and shall do any other works
entrusted by the Senior Superintendent. He
shall maintain a register containing the
details in respect of the files received
under the section, covering the date of
receipt, subject, number of pages and date
of return of the section.

FINANCE &
AUDIT WING |
|
Junior Superintendent (Finance):- |
He shall supervise the cash section,
establishment and accounts section. The
files under the wing to be submitted to the
Senior Superintendent (Admn) and Senior
Superintendent (Finance & Audit) shall be
routed through him for verification and
initial to that effect with necessary
suggestions. The files connected with audit
shall be submitted to Senior Superintendent
(Finance & Audit) and other files to the
Senior Superintendent (Admn).
(E1) Cash
Section:-
The person in this section shall be
in-charge of the cash section of the
Regional Office. He shall take necessary
steps to transfer the fund received in month
to the Head Office on or before 10th
day of every month as prescribed by the
Board. Any dereliction in the above matter
will be considered seriously. He shall keep
all the Pass Books and Fixed Deposit
Receipts, relating to the Boards Fund and
Sale Proceeds and various accounts in
respect of the sale proceeds of the wakf
properties under his safe custody. He shall
deal with the accounts of wakfs on direct
administration and sale proceeds of the wakf
properties deposited with the Board as per
orders.
(E2)
Establishment & Accounts Section:-
The person in-charge of this seat shall deal
with the maintenance T.A.bill of the staff.
He shall deal with the accounts of the
Regional Office. He shall also deal with the
files relating to purchase. Registration
Application receiving in the Regional Office
shall be handled by this seat for forwarding
the same to the Head Office immediately on
receipt of the same.

of the wakfs entrusted to him. He shall also
make local Inspection/Audit if any ordered

(F) Legal
Assistant:- |
The Legal
Assistant will be in-charge of this wing. He
shall supervise the work of litigation
(external) section, adjudication section
(statutory petition, assessment appeal,
enquiry proceedings and registration
section. He shall also deal with the files
relating to encroachment, eviction under
Section 54 & 55 of the Wakf Act and the
recovery of wakf property under Section 52.
All the files relating to the above matters
should be verified by the Legal Assistant
and put up to the Senior Superintendent (Admn.).
He shall also deal with the files relating
to any wakf, specifically entrusted to him
by the Senior Superintendent, which involves
legal issues. He shall also take measures
for the data entry work relating to legal
wing in the computer. He shall follow up the
pending cases of different courts and
liaison with the counsels. He will be
responsible for effective appearance of the
Board through standing counsels or other
counsels engaged by the Chief Executive
Officer.

Litigation (External) Section:-
The person in-charge of this
section shall deal with the cases filed by
or against the wakf board before the Wakf
Tribunal, Civil Courts, Magistrate Courts
and any other authorities. He shall keep a
Court diary to follow up the pending cases
of different courts.

Adjudication Section:-
The person in-charge of this section
shall deal with the files relating to
statutory petitions filed before the Board
under the Wakf Act and statutory appeals.
This section shall also deal the suo-moto
enquiry proceedings file transferred from
other wing. He shall scrutinize the original
petition and appeals filed before the
Board/Judicial Committee and certify that
the petitions, appeals are filed with
sufficient stamp and necessary documents. He
shall make sure that the procedure
prescribed for O.P.s and Appeals before the
Board/Judicial Committee are complied.
During the court sittings he shall act as
bench clerk and assist in drafting orders of
the Board. He should verify the petition
files and prepare a note in each file
containing the name and address of the
parties, issuance and acknowledgement of
notices, payment of 1/3rd portion
of the contribution in the case of
assessment files and he shall ensure that
all these things readily available at a
stretch.

Registration Section:-
The person in-charge of this section shall
deal with the registration of wakfs. He
shall take necessary steps to register the
wakfs after verification of the documents
and satisfying the conditions prescribed.
Before registration he shall ensure that the
wakfs are not registered earlier and
properties are in the possession of the
wakfs. He shall verify the mode of
administration of the wakf and the rule of
succession to the mutawalliship. He shall
also responsible for checking as to whether
the committee of the wakf is registered
under the Societies Act/Trust Act. The
proforma relating to the registration of the
wakf shall be sent to the Head Office after
registration process is completed for
allotting registration numbers.
(F4) Typist:-
The person in-charge of this section shall
deal with the typing work under this wing
and shall do any other works entrusted by
the Senior Superintendent. He shall maintain
a register containing the details in respect
of the files received under the section,
covering the date of receipt, subject, and
number of pages and date of return of files.

In exercise of the powers conferred

1995 (43 of 1995), the Kerala State
Government had made the rules
entitled as above to facilitate the
functions of the Kerala State Wakf

5.1 Members of the Board were elected from
various sectors of the Muslim societies like
Mutawallies,Bar Council Members,

M.Ps. So the Board can formulate effective
policy by considering all the aspects of the
society.
Implementation of Policies
5.2 Chief Executive Officer of the Board,
gives effect to the decisions of and carries
out the instructions that may, from time to
time, be given by the Board or the
Chairperson:
Provided that when the Board is in the
process of re-constitution or unable to meet
for reasons beyond its control, the
Secretary may seek the orders or approval of
the Chairperson on an urgent matter;
Provided further that all such orders or
approval of the Chairperson shall be placed
before the Board for its decision, as soon
as the Board meets.

The business of the Kerala State Wakf Board
is carried out through the Board itself and
Sub-Committees wherever it is necessary. The
Board is the competent authority to take
decision. The scheme for the Loan
Scholarship for the professional Courses and
Social Welfare Schemes are implemented
inaccordance with the terms and conditions
as specified by the Board periodically. In
the case of statutory petitions filed before
the Board.
Are heard are disposed of as per Wakf Act
and Civil Proceedure Code.
